The reason why she keeps appearing in the episodes but has not been introduced is because she is not actually in the episodes... In the manga Nami isi not introduced until we are a couple chapters in... specifically she is introduced for the first time when she is stealing the boat from the pirates and then as luffy gets to orange town (clown island) her second appearance is runing from them and luffy falling from the sky right in front of them... Also shanks and luffy backstory is chapter one... no idea why the anime decided to push that back and then replace episode 1 with alvida.... anyways... nami was popular in general and they wanted to show her early on so they added random scenes for us to get a glimpse of hear from episode one... so much so she even appeared before luffy..
