There's a lot of detail in this anime, like in Frieren. Something else to keep in mind is Maomao is a commoner. In the era and setting of the anime, commoners are the bottom of the ladder. She's working in the Emperor's palace with most everyone there outranks her. Even with her "promotion". It helps to understand why she doesn't want to stand out or be noticed, because she has no power as a commoner, and if she gets sucked into the power struggles of the palace, she has no leverage to use.

This anime is the most beautifully fucked up and psychologically violent masterpiece that has ever graced planet earth.

I remember watching this show as a kid (yes, a kid) and the first season ending left me crying. I knew the opening music from back to front, in my country they used "Protect The Starts" with lyrics instead of "Moonlight Densetsu" as the opening music. The localized translation is ridiculously funny, basically as good as the translation of Dragon Ball, and the OST is very good. They're both iconic shows from the 90s and a good part of my childhood. Just look for the "Sailor Moon: Navegante da Lua - Genérico PT" video to see how my generation was introduced to this great show.
