Quite possibly. If Steinway still does their pianos by hand (at least they did since the last time I checked), Henle should be able to do their sheet music by hand.

Obviously very admirable but is this what keeps the Henle editions so expensive? Is hand engraved music that much better than printed music?

They don't hand engrave anymore, they switched to computers in the late 90's. Henle's expensive because it's just a good edition, always many footnotes after the music about the original manuscripts, etc.
