When I worked in the instore bakers at Tesco's they made their own dough for the donuts . each one was filled and sugared by hand every day . most still do but some of the smaller stores may have pre made frozen dough that they just bake and fill in store. Most of the stuff takes a bloody long time to make so frozen dough is a time saver for the bakers that start work in the early hours of the morning.

As someone who works at tesco I can say we stopped making fresh doughnuts ages ago, we've been having our doughnuts come in frozen for about 6 years now, she doesn't know wtf she is talking about. (although we still have a draw full of sugar out back, that was used in the process, which has just sat there the whole time)
