It's always wise to have a little more ease in a lining. You want to avoid it pulling or distorting the actual garment if it's at all tight. The lining is soft and it doesn't matter if it's baggy. It's the reason you usually have a pleat in the lining down the centre back of jackets and coats. Thanks for commenting - it's a good question.
