I think that happened because of how ridiculously backwards our justice system is and knowing that Law makers have stayed away from drafting a bill to deal with it. So for instance if they just simply drafted a bill that stated "All employees must be of participating age to be considered for gainful employment" then basically every geriatric business/club would be financially underwater in roughly 20 minutes after the bill goes into effect. And while that is funny to contemplate how they would handle it, the truth is in the West we have a VERY large elderly population that is serviced by younger generations. Precedence in the US justice system has become utterly out of control where if one judge rules on something, it can quickly become local law thats enforced at the federal level in courts. Thats a big deal because anytime we want to create 'sweeping' legislation to deal with situations like 18 year olds working at strip clubs that has no admission under 21, Law makers have to keep in mind the power of Legal Precedence before they can put pen to paper.
