The main reason she’s 2 elixir is to probably differentiate the berserker from mini tanks such as knight and Valkyrie. If she is 3 elixir I would think she is too similar to the knight. So SC rather give berserker a bit weaker stats with 2 elixir rather than standard stats with 3 Elixir to encourage diversity and competition between mini tanks that target troops.
