The ICJ were asked to specifically call for an immediate cessation to military action due to the supposed "genocide" , they did not do that rather they issued a warning to Israel to take great care in how they prosecuted their war on Hamas and to make every effort to limit civilian casualties i.e. they did not see an ongoing Genocide and acknowledged that Israel was acting lawfully. Genocide requires a special level of intent and Israel have demonstrated with the continuous warnings to civilians that they lack that intent, Hamas on the other hand have openly voiced their genocidal intent.
