I contend that the majority of those coming across the channel in boats KNOW that they do not meet these criteria. If you enter the country knowing you do not meet these criteria, then you are breaking the law

Yes they they have a well-founded fear of persecution, they are often seen as terrorists in their own country, never mind here. The United Arab Emirates has a fear of them leaving Britain and going there.
