Probably a Rag Monger. They were salesman's samples. They would sell on the sample and ship the next season. I used to do the same with costume jewelry. I would go over to China work with the factories and try to bring the cost down to under a buck and then sell on the samples and cargo freight the samples that sold well. A lot of the clothing comes out of Thailand, Philippines, India. The good stuff comes out of Hong Kong especially if it's vintage.
