IDK how it works at the LAPD but in my experience generally cultivating CIs isn't a job for a rank and file officer either, not official CIs at least, which is what they would be in this case. You might have a good candidate and tip off the brass that theyd be a good CI, but youre not gonna make any deals yourself without permission from higher ups, its not your call. If you have a frequent flyer who you build a rapport with as part of community outreach thats part of the job. Recruiting someone as an official CI is an actual process, they'll be documented as an informant, interactions with them are completely different, records are more in depth, more scrutiny is involved. Most importantly, CIs are generally overseen and handled by detectives.

Harper has the best intuition out of all of them because of her extensive undercover work. She's seen both sides of the law first-hand and she can empathize with the people who made a mistake and are trying to get their "get out of jail free card" by cooperating with the police

Well, believe or not, this happens. I am a lawyer in Mexico, and I’ve been involved in some of these meetings of cops and feds. It is some kind of briefing that could work if the corruption didn’t exist

Surprisingly its one of the few things this show nailed. You all group up in the briefing room before shift, and the shift commander usually goes over various information. Assignments for the day, events or things going on in the area, passdown from the prior shift, weather conditions etc. You might do some short training like watch videos or bodycam footage from previous incidents. Usually even shoot the shit and pass some jokes for a few minutes while you wait for the clock.

They're not all criminals some are just very nosy neighbors that the only crime they committed is gathering information mostly useless with some good intel. Some homeless people are good sentries too people ignore them stay away, and don't attract too much attention so they can evesdrop without being even noticed.
