There's quite a few public housing tower blocks in Sydney, however, the majority of public housing built before the 90s are what would be considered council estates in the UK. The most notorious estates were built using the Radburn design, supposed to emulate golf course communities where the front of houses fronted onto greenspace and backs serviced by laneways. Claymore (where 046 come from) and Mt Druitt (OneFour) both used this design principle, however instead of golf balls and fairways, you got drugs and violence.
