No. Unlike the arm wrestlers the street fighters stay challengable at the max level.

Does it just repeat over and over at Level 16? I believe it just becomes the same talk track again for the same bet

Yes level 16 is the max and from there it's the same on repeats. The bet actually only increases until level 5. This applies to all street fights.
