Odin's most common disguise was an old man in a ragged cloak and cap with a walking stick that looked like it was plucked straight off a tree, he loved taking on different forms and working different angles in his schemes and quests for knowledge. He understood that "unassuming" was the best quality any disguise could have though, so unless he had a more specific disguise in mind, he'd do a sort of Clark Kent situation where he would make himself as humble and innocuous as possible without actually changing himself. Such worry at his machinations would certainly not be unfounded.
