I have raised relatively few breeds of dogs in my life. So far, I found that Shih Tsu is the most intelligent toy dogs to have around. The only negatives about them are that they are loyal to only one master, and they require a lot of grooming. But believe me, they are the most obedient and best toy dogs to have.
