The bat is untreated, but it is also not the tempered kind used by pros - that kind is treated to be less breakable, and Shihan says he would have difficulty doing the same demonstration with one of those.
This clip is from a 1991 martial arts tournament (footage is somewhat raw, since it has timestamps still in place). By the way, Shihan Bolz is standing behind the table to the back and right of the demo - she has done the same breaking demo with bat as well as 2 bo taped together.
