Yes i've been looking for the 0 and 200 series mods but sadly there aren't any, however the E6, E7 and N700A series mods do exist and i'm planning to make videos of them in the future! :)

No, the only Shinkansen mods that are available for GTA 5 are E4, E7 and N700A.

It's an add-on train just like Kitsune Trains so just put the "e4" folder into the : mods/update/x64/dlcpacks, open the dlclist.xml file which is located in : mods/update/update.rpf/common/data then add dlcpacks:/e4/ on the bottom of the list
