i should clarify this small detail the anime skipped from the manga while shinra did beat a captain like hibana she stated after being beat that she hasnt received combat training like a proper captain should so if you manage to bypass her broken fire skills she is pretty much a the same level as a foot soldier or worse

It's the opposite, her powers manifest as nekomata (cat ghosts), and black cats are considered to bring luck in Japan. She's just clumsy and considering at what ages this manga/anime is aimed at, one could consider themselves lucky if a half naked woman always finds her way on their lap somehow and always. In essence, she is bringing the viewer of the show luck, in the form of "fanservice".
