So the mass of the liquid in the tank has no effect on FSM and FSC?

As long as there is sufficient liquid free to move across the breadth, there will be free surface effect. For a box shaped tank, if the space occupied ( or mass as mass= volume x density) by liquid is between 5% to 95% (approx ), the free surface effect is almost same and a constant value of FSC ( Free Surface Correction) is taken. However if the liquid filled in a tank is above 95 % ( less space to move), value of FSC reduces and can be neglected . For a triangular shaped tank, this effect is even more than box shaped vessel due to the large shift of center of gravity of liquid.

Dear friend, so called FSE is in fact transversal moment of inertia of free SURFACE and is not therefore connected in any way with volume of liquid in tank. In other words, it doesn't matter, if you have 1 meter, or 1 mm of free liquid in tank. Effect on GM will be the same. Basic formula of transversal moment of inertia for rectangular tanks is: lxb^4/12. Thus you can see, that there is no units used in the formula and you can see what factor (b^4) is contributing most to the detrimental effect of this phenomenon. I skip over mixing initial stability with GZ curve in view of the FSE. This is bad educational tool for our young officers.
