If it was fixed why did Orlando end up trading Webber to Golden St. ? Seems like to me the league would've told Orlando to keep Webber if that's what they wanted to do. Not making much sense.

I don’t think any of these were ever rigged, but that being said, your question doesn’t mean it couldn’t be rigged. If it was rigged it just means the NBA wanted Orlando to have an elite player to pair with Shaq. This would boost tv ratings by a ton. The motive for a fix is there, I just don’t believe it happened. I could be wrong though.

Orlando would have had pick #11 unless they gotten into the top 3 via lottery. Same reason he could infer that Golden State had moved up when their card didn't show when it was expected.

Costas explains the procedure at the 1 minute mark. In a nutshell, only the top 3 spots are drawn and the rest of the order is based on regular season record. They've tweaked the odds since the early 90s, but they still only draw for the top 3 spots. When they were counting up to the #1 pick, if a team wasn't where it was supposed to be, you knew they had gotten a top 3 spot.

orlando was the 11th seed at first since they had the best record among all 11 teams, so if they got no lottery, they will always be at 11th spot based on the rule of teams' nba record determine the position outside of lottery. No matter which teams went into lottery, they will always be 11th if it wasn't them that got the lottery. since they avoided at being last place, it's certain that they went into lottery.

My Mavericks had the worst luck in the lottery in those days. Back-to-back years they had the worst record, by far, and neither time did they get the 1st pick. 1994 turned out good, getting Kidd, but this was horrible. I guess the T-Wolves didn’t fair much better, did they?

Stern knew Shaq wasn't enough to carry Orlando. He had to give one of its newer teams a huge benefit of the doubt, & he needed the Orlando market to be on par with Miami. And by the way, all this draft lottery business is just for show. The draft is 100% real for picks 2-30. The top pick rests on the commish, who judges it on many factors.

Another fixed draft, the NBA wanted a tag team duo to follow Pippen and Jordan and Malone and Stockton. 1985, 1998, 2008, and 2011 were fixed as well. The VP of security being there doesn't mean shit. They stack the deck behind closed doors and you don't know what happens.
