I'm not kidding, fuck Cybernetic Outbreak lol. It was overhyped by people with no taste. The game was broken and riddled with bugs, the boss wasn't fun whatsoever, mostly recycled art. There's a reason it didn't win the HPZ Trophy. I remember some idiot was claiming we, the judges, were biased against the hack. Like no lol, it was a broken mess lol. A at the time 8 year development project that still had nothing to show for.

I remember being in the chat of an SHC2015 Twitch stream saying something like that (or was at the very least rooting for Cybernetic Outbreak) with someone else. If anything, I was the biased one. Cybernetic Outbreak was impressive from a technical standpoint, but it didn't have the fun factor. Definitely hope Varion tones down the difficulty if he ever finishes it.

@MrTrippleAAA lol, it wasn't you, it was people on the forums at the time writing whole paragraphs. Real talk though, me and the rest of the judges legit rolled our eyes at this entry. The Next Level was legitimately the whole package, outside of the Boss being a but peculiar, but at least it was beatable and was something unseen before. The amount of technical shennanigans behind The Next Lecel blew whatever bullshit 32x code Varion threw into Cybernetic Outbreak. That was the one reason people were saying it was technically advanced, but Varion really didn't take advantage of the 32x at all, so what was the point? Once you peel back the perceived coolness factor of the barely functioning boss, there isn't much substance in Cybernetic Outbreak. It was more flashy than the 50 other shitty Sonic 1 hacks that year, but it was never in the running that year for the Top 3
