Unfortunately, "IP bans" do nothing. Everyone's IP changes frequently unless you have a static IP, which is something an even slightly competent hacker wouldn't have. Even hardware bans only add some inconvenience. All you can do is make better cheat detection and ban what accounts you identify.

There are actually great players, but theres a difference. Good players have crosshair placed where enemy will most likely will show up, at the level of their head, they check corners, they are aware only of things their team saw or heard. Cheaters a lot of the time just have magical aim without those habits and/or magical awareness without actually checking corners and listening to steps. There are some cheaters that are actually good players and hide it well, but those are rare.
