What gives you the idea the smuggling has stopped? It’s just that with the end of apartheid and the creation of Namibia, the smugglers are the politicians and the proceeds go to their off shore accounts.

Because I would think that by now, they would have put an end to it or at least make it harder for smugglers. When you said that the Skeleton Coast "used to be" forbidden, what I got from that is that it "used' to be a problem just back then. Where do they get the diamonds from now? Are there still places to mine them freely?
