Since every sim card in Uganda is "registered" before it is allowed on any network, could i rightly assume that the more than 2,000 phones had sim cards registered and active? Could i then i assume that if each of the Chinese nationals shared the registration equally, then a single individual registered (2,000 divide by 37) about 54 sim cards to their ID? Who is not doing their work? The regulatory Communications Commission, or the telecoms? Being stationary, a busy sim card gets blocked by the telecoms. How do they replenish the blocked ones? It is a racket that probably involves people in telecoms and in the Commission.
