If you grab a sample from the desk, loiter in the corner of the magazine stand, check it fifty times, then leave without buying anything, the shopkeeper will suddenly jump over the counter and start the fight. You’re going to have to take him out quickly and efficiently because he’s got the entire potion stock with him, and once he hits the danger threshold of 10% he’ll bust out the Elixirs he won’t sell to you and immediately heal everything off. Targeting the nearby snack stands can be a strategy, but it all depends on if the free turn is worth the massive ATK boost he gets, so make sure you bring your debuffer.
