Italy produces great managers, and as for the league, it's definitely reaching the heights again with lots of teams getting to finals and qualifying for Europe. Also, the U17, U19 won the euros, and the U20 came 2nd in WC. In Italy, they don't trust their youth, poor development, and lack of investment from the clubs. This is the problem they need to fix. This is why Italy has been poor since 2010 except 2012/2021.
