Personally, I think a proportional electorate is the better option, getting rid of winner-take-all. I believe that would reduce the impact of gerrymandering in the national election. It's a state-level issue, though, and wouldn't be an easy change.

The Compact Clause prohibits states from entering into any Agreement or Compact with another State or with a foreign government without the consent of Congress. NPVIC would get struck down by courts.
