In the novel Ministry for the Future it’s Carbon Quantitative Easing (introduced in Chapter 42) that creates a global market for planetary restoration. Something to consider.

Shading arctic to keep ice in summer, not sure but more whales, more krill, more fish and carbon capture, is something we should try on bigger scale. No harm in more whales and fish anyway.

A fleet of Airlander will be far more effective in delivering cloud cover to the arctic. At altitude the nozzle size will not be so much of an issue as the water will sublimate, due to dramatically reduced air pressure.

I live in Alaska I think you're crazy for even thinking about doing this if it wants to unthaw let it unthaw it's part of the natural process the whole solar system is heating up it's not just planet Earth and it's not caused by carbon get a real job
