Should You Contact the IRS If You're Behind on Taxes or "Keep Quiet"?

I want to just go straight to the IRS? I'm tired of living in fear. I don't have the money for a CPA or you for that matter. I'M just tire of living in FEAR. HELP ME please with your suggestion. I make about 42k on w2 and about 10k uber 1099 at least I'd know where I stand.
