I'm actually doing that for my first PC flip. I'm buying a used OEM office PC with a Corsair CX500 PSU which the seller replaced the old PSU with and a Sapphire Nitro R7 370. Sure it isn't the most attractive flip but I don't have much capital to start with so this will make me some more money to then start building some higher-end PCs.

Unless, hear me out. You're willing to transfer everything to a cheap RGB infested case. It's kinda a pain, but for 250$ you can get a capable gaming PC that looks custom and list it for 500$ People will feel like they got a deal when you let them "talk you down" to 400-450$
