Should You Target Phrase Match Keywords in Google Ads

can I make different Ad groups for different match types? like one ad group having phrase match type and other ad group having broad match?

No they are the best performing keyword for me usually. Broad Match can work well too, especially for larger budgets. If someone contacts me spending ~$3k-$6k I'm generally mostly using Phrase Match keywords.
