Their world is way more complex and it's perfectly normal there to not be able to use magic, because magic got "recently" discovered and their magic is more like a very fundamental interaction with physics and chemistry. Difficult to describe, but the manga and LN are very deep on those fundamentals sometimes. And the recent popularity came from Black Clover a few years ago and Mashle, around 1y ago (though it's basically full comedy). It's not very popular as a genre but the few anime with it are popular.

The problem is that he has less energy and impact as the first aptitude test shows, but he has perfect control of his construction. He is seen as weak simply because he has less overall power out, but with that power he can do basically anything that he logically form the "code" for. That is why his sister is meant to represent raw but unrefined power. She doesn't need a spell to do magic but she also has to actually control the influence of the magic she has in her or it will passively act, like when she thinks of how others, including their family, only see him as weak and not smart. kind of a cleaver and scalpel comparison

Tatsuya has 3 natural abilities he was born with, he can see everything, destroy anything, and revert anything back to its previous state (making him near godlike). However, these are his personal superpower like abilities. Any actual "magic" he's able to do like other people is weaker because it's the result of a medical experiment performed on him by his mom and Aunt. He's a "fake" magician with godlike supernatural powers. It's like if Magneto went to Hogwarts. Sure, he can manipulate metal with his mind to do all kinds of cool stuff, but if he's struggling to cast expelliarmus, he's going to catch flak from all the "real" wizards.

​@josephcole7399 i hate to sound like an absolute nerd but he had essentially magic conduits installed into him by his relatives, he has some of THE MOST magic in the series, the problem is that 95% of his magical ability quite literally goes to the singular ability to heal any wound (even people essentially dead), and an intant cast of it on himself if damage that would leave him combat ineffective were to occur, that is why he is classed as a strategic class mage by the military and he is probably the only person able to cast the nuke spell in season 1s last episodes (also the intro). This leaves him essentially a cripple when it comes to other spells unless he used a highly specialized cad with essentially 1 spell tied to it
