Yes shanmughapriya is natabhairavi's prathi madhyama ragam....ie. when we change the shudhamadhyam of natabhairavi to prathimadhyamam we get shanmughapriya

The only Difference is M2 instead of M1. Hence “may” sound similar when Madhyama does not come into play
