You will require a HAM radio licence to operate them.... only can listen without a licence.

You're gonna love the Baofeng's... My go-to favorite radios.. UV-5R, the UV-S9 Plus - and even the small BF T-20's are superb.. Just be respectful of others & very careful not to transmit on any emergency frequencies. But it's definitely worth studying for and obtaining your HAM license. Yeah, a lot of Hams are uptight goofballs, but once you get to know them, they're a tight-knit community with a treasure-trove of knowledge they're willing to share...

They usually will transmit at the stated wattage, but often it's only at a very specific frequency. Often one you can't use. So that's that good ol' marketing BS where they're TECHNICALLY not lying, but just being scummy with the truth. Kinda like the advertised range of electric cars, or the advertised run time of smart phones between charges, or the capacity of that cheapo battery bank in the checkout aisle at Walfart.
