Only either Frisk or Chara would be able to come back due to Determination. Remember that Frisk's determination outdid Flowey's in Undertale, hence why Flowey couldn't reset or load. The fight would be one-sided in either direction, probably in Frisk's favour.

My thought is that Chara uses Magic but since humans havent used that in so long it takes a physical toll on Chara and their soul which will slowly decrease their determinatiom and HP until it reaches 1/1 HP which is where chara will feel the most hopelessness and where the final strike will kill them

Liliane Chocolata One commenter suggested that as frisk fights and the more they restart the battle, the more determined they become, eventually taking away Chara's ability to reset. My theory was that maybe you fight until one of you gives in, as determination only works if you, y'know, stay determined, so if one gives up they'd die.
