Ghetto is a neighborhood... low income, lots of crime. "The Projects" refers to government housing projects... yes, usually apartment buildings... government subsidized housing for the poor. in a way... all projects are ghettos, but not all ghettos are projects....

What's wild is I remember watching a documentary a few years ago about Cabrini-Green (that famous notoriously dangerous rundown high rise project that was in Chicago until the late 90s early 2000s) if you watch that documentary you find out that when they were built in if you watch that documentary you find out that when stop building was built in the 1940s it was not owned or subsidized by the government and unfortunately as tends to happen when the government took it over in I think it was in the 60s or 70s (it was built during world war II) once the government started taking it over they started neglecting it not fixing it and it became the most notorious high-rise project apartments in Chicago they even filmed a horror movie there.
