I've heard people say that Alejandro's confrontation with Miguel at the end of Sicario 2 was not him recruiting Miguel, but just Alejandro there to tie up the last loose end by wasting the young gang member. Now, they may have left it ambiguous for just this reason, in order to continue a storyline in which Alejandro does recruit Miguel, which I'm very excited to see.
