Matt Graver looks out for his bro. He finally got the green light and immediately recruited Alejandro. Even in the end, he honors Alejandro’s request to protect the girl and not execute her, going against what his handlers wanted done.

As far as I can tell he started out as a federal prosecutor in Cartagena. Probably did a stint in the Colombian military. Then when the cartel went after his family he linked up with a CIA-sanctioned black OPS PMC outfit. He probably trained with Graber when they were both military and crossed paths again later in the clandestine world. Probably through training in the US. When it became clear how good Alejandro was I'm guessing Grabber's team just kept using him. To the point where Alejandro seems to have a very high level security clearance.

The action scenes in the first one were much better imo. The plot and the build up in the story was better in the second, again imo.

The first film is better, but honestly that’s because the sequel doesn’t have Kate as the “straight man” for the story. Much as fans rag on Emily Blunt’s character, she provided the straight man and narrator and focus in the first film. Without her, we get the veil lifted and more focus on Matt and Alejandro.
