the reasonn the cpu struggles to fight itself at the highest setting is because its use to reading your input and preforming a perfect counter off of player input as they are like 99% counter attackers and 1% aggressors that why they stare at each other mid fight at the highest setting. edit i wish there where two cpu level settings one for offence and one for defense.
