I'm guessing since this is a physical input the physical push button used is not a momentary push button. So whenever it is pressed the button itself latches the input signal until a seperate "stop" button (also assuming this is a dual button lever style latching (like old start stop motor pushbuttons on drill presses etc)). Either that or to stop the circuit you'd have to depress the physical "start" PB.
