I think Falke exactly as she says is another version of Elster just as Alina Seo is another version of Arianne. I think Falke was modelled after Lilith Itou, the one in the photo seen with Alina Seo. In Elster's file we see that she was modelled after a soldier from Vineta so seeing as the Itou sisters are from Vineta this makes sense. In Arianne's timeline I think it's probably Erika Itou, Isa's sister that was used to model Elster. Also, Lilith has an eyepatch in the photo and Elster loses her eye at the end. I think these timelines coexist or something and have become a cycle.

I'm very sure that Erika Itou was turned into Lilith Itou the soldier on Vineta after being disappeared from Rotfront, and that she absolutely is the Gestalt for Elster. There's too many coincidences and hints throughout the game that suggests this, the big one being that her twin is looking for Erika and constantly runs into you while you happen to also be looking for the girl standing beside Lilith in the photo (Alina). This is all considering that these are not just overlapping memories from Arianne implanted into Elster on the lost ship in space, but who knows.

I agree on Lilith Itou, vinetan soldier, being the original gestalt for LSTR units, however at some part in the game it states that the original data sample for LSTR units was lost, and current models are being made by copying old LSTR replikas themselves. On another hand, it is stated that FKLR units phisically resemble the Nation's Leader's daughter, and yet FALKE looks identically to Arianne but with black hair. What I'm saying is, Arianne's bioresonance is shaping reality, causing all these juxtaposition of timelines, and probably extending into a lot of details in-game we haven't realized: FALKE probably doesn't look like that, maybe EUSAN's national flag ain't even that color or who knows. The same file that speaks about FALKE appearance tells us about two central national figures (The great revolutionary and her daughter), however nowhere in the game do we see any depictions of them, so maybe they aren't even real historical figures (in the context of the game) but it's actually Arianne indirectly, maybe subconciously, refering to herself and her revolutionary mother (remember she's the one to teach Arianne about art and stuff). This last bit could be a reach, but nowhere in the game we see the face of EUSAN leader even tho there's so much gobt propaganda. Who knows.
