Man the lore of this game is very deep. Let me explain if you haven't already watched videos :D You're right about the town silent hill is that it created other characters just for james although wrong a lil bit. Characters like Angela, Eddie and Laura are real humans but Maria is not s sentient being. The story is James was not happy with mary as she couldn't fulfill his happy marriage life (his se*ual desires) because of the disease. And with that in mind silent hill created Maria as an incarnation of James's idealized version of marry. Thats what Maria was. Pyramid head is James himself and it is the manifestation of his guilt and want for punishment for what he did to marry. That's why James cant kill Pyramid head. In the end the two Pyramid heads killed themselves because james had realised that and overcame his guilt and so the purpose of Pyramid head was gone as it was a guide for James. That's the little piece of iceberg of this insanely big and complicated story. It follows the concept of human psyche that has its components in id, ego and superego in Sigmund freud psychonalysis theory.
