No, it’s a pattern of behaviour of nomadic people, in ancient time when people were moving from one place to another and the destinations were always very far, the weather is -40, people always sheltered each other, that where the kazakh hospitality comes from as well. I may have been in Burabay at the same time. It was very windy, and on the chilly side. I foolishly decided to take a ride on a Ferris wheel, and while my gondola was at the top, they lost power, and I got stuck up there until the backup generators kicked in. I made it back on the ground safely, but for the longest minute, I thought I was going to die, as the gondola swung wildely from the strong gusts of wind.
