It has sandobox mode too but you can build a city without using sandbox but its harder, I have a city in easy mode I called it palermo like the capital of Sicily in italy and I activated random disaster like tornadoes and earthquakes and an eartquake come and destroyed residential area and almost all the water suplly so the people lost hapinnes and the city lost population I haved like 3k people but with the disaster it came down to 1k and my economy went from +5k to -3k and i was basically in crisis but I managed to stabilize the city
