@carldavies75 Hello Carl, difficult to have a reasonable conversation about stuff like this via this medium. I don't know anything about Simon Evans, he may indeed be a complete twat, but my take on seeing this was similar to seeing Alan Partridge and The Pub Landlord who I took to be satirists (albeit after a short period of concern). I'll watch out for more of his stuff and let you know!

@carldavies75 Now then Carl....yes he is a clown ( a funny man who makes us laugh) but more importantly his joke is designed to challenge our perceptions,as you say, by throwing in the unexpected, a standard ploy of comedy.and thereby make us laugh.My thought is that the racist here is the Englishman in the joke, not the teller......and maybe the teller is flagging up "some bigots from the home nations" who would hold such views.
