Yes, but you will probably have to do a WES evaluation of your result to apply.

PhD application is more or less like the masters application, so this also applies. The only thing you might need to confirm is if you really need to get a supervisor before getting admitted.

The school usually send out mails to your referees and they will fill out the forms in the link they are redirected to. That’s all.

Dollar rate won’t let me. Naira seems to be fluctuating. Statement of purpose is only for research based course and recommendation letters are requested from your referees via mails.
