On August 12, the United Nations addresses the urgent need for reforming the Security Council, highlighting Africa's significant underrepresentation. UN General Assembly President Dennis Francis leads the discussion, emphasizing that Africa’s current representation on the Council is "simply wrong" and reflecting a "profound historical injustice." The session, arranged by Sierra Leone's President Julius Maada Bio, focuses on "Maintenance of international peace and security," addressing Africa’s ineffective representation and historical inequities.
Francis underscores the outdated nature of the Security Council’s structure, noting that it no longer reflects today’s global realities. With the UN comprising 193 member states, he calls for a Security Council that is more representative, responsive, democratic, and transparent. He criticizes the continued underrepresentation of Africa, which consists of 54 of the 193 member states and contributes significantly to UN peacekeeping missions.
Francis supports the current draft of the Pact for the Future, which aims to address Africa's historical injustices, but stresses the need for tangible actions rather than empty promises. He asserts that Africa's effective representation on the Security Council is crucial for the UN's credibility.
Echoing these sentiments, Sierra Leone’s President Julius Maada Bio condemns Africa’s underrepresentation and demands structural changes. Bio calls for Africa to be allocated "two permanent seats and two additional non-permanent seats" on the Council and suggests either abolishing the veto power or extending it to all new permanent members. He emphasizes that the time for incremental changes has passed and insists that Africa’s voice must be heard and its demands for justice and equity must be met urgently. Bio asserts that immediate corrective action is essential to rectify the historical injustice against Africa.

Very progressive discussions. The inclusion of Africa on the UNSC is long overdue. Hopefully, the efforts will bear fruits this time around.
