Seems like this watch gives a time error around +17 seconds per week. Triple check this problem by adjusting the time 3 times during the last two month.

You can't decrease the year. You have to keep pressing the button needed to set the year. It will go back to 2000. I just had the same problem, went over 2021. 😅 I kept pressing the button until I got back to 2021 again. 😃
