No, you got it all wrong. He was speaking for himself. He was probably doing a headcount, as well as a visual cabin check, which needs the aisle to be clear and also orderly. Then he was prepping for preflight announcements. It doesn’t have to be that someone complained, he probably just wanted silence to do his job before the flight. Just because you haven’t left the runway to taxi doesn’t mean there is nothing going on, there are procedures the crew is doing when you are still on the ground and parked.
