That carburetor is definitely telling you it needs to be cleaned. If you clean it (not hard to do), it will run as good as new. A few simple steps and it won't get dirty again.

That blower shouldn't surge up and down in throttle like that. Is the choke turned all the way off? It sounds like the choke is partially on. Choke on to start, let is run for 5-10 seconds then turn the throttle all the way off. To do this, to start, turn the gray and red know as far as they go to the right. Start it. let it run about 5 seconds. Then turn the red knob all the way to the left, leave the gray knob all the way to the right.
